Possibly officials at the opening of the mine. There is a coal wagon on tracks at the entrance to the tunnel and a policeman is stnading behind. All the men are wearing suits and hats except for the policeman and one gentleman dressed in a safari style outfit with pith helmet. Motor vehicles are parked to the left of the building.
